Firefighters were called to the complex in Wilkins Street about 10.50am, where they found the ground floor unit alight. The fire was quickly brought under control but 15 people were evacuated, three of whom were treated for smoke inhalation.
A crime scene was established and police and specialist investigators from Fire and Rescue NSW are investigating the cause of the blaze.
