The 23-year-old Kiwi International, who has represented his country on 11 occasions, will add a major attacking force to the Bulldogs backline.
Watene-Zelezniak made his NRL debut for Penrith in 2014 and scored 41 tries in his 106 appearances for the club.
Bulldogs Chief Executive Andrew Hill was delighted with the signing of the talented outside back.
