The 26-year-old Fairfield East man was arrested at Sydney International Airport on Sunday afternoon.
Mr Sabbagh, who had just turned up at the gym in Carlingford Street on March 2 about 6.30am with his son, was allegedly set upon by a gunman who fired several shots through the windscreen before firing more through the driver’s side window.
When police arrived they found the 40-year-old man suffering a gunshot wound and despite being treated by paramedics, he died at the scene.
Detective Superintendent Danny Doherty, of State Crime Command’s Homicide Squad, said the alleged attack was “callous, brazen” and “shows little regard for human life”.
Police will allege in court the man was involved in the planning and coordination of the murder of Mr Sabbagh.

A MAN has been charged over the alleged murder of Taha Sabbagh, who was shot dead in front his 12-year-old son as they arrived at a Sefton gym early last month.
